Ministry of Tribal Affairs: The Ministry of Tribal Affairs is the central schemes under which National Fellowship and Scholarship for Higher Education of ST Students- Scholarships (Formally Top Class Education for Schedule Tribe Students) is provided.

Under this merged scheme the “fellowship” is provided to ST students to take up higher studies after completing the post graduation. Earlier two central sector schemes namely Rajiv Gandhi National Fellowship (RGNF) for ST students and Top Class Education for ST students is implemented by the ministry to provide financial assistance for pursuing higher education of ST students but later on it merged into a single central sector scheme called National Fellowship and Scholarship for Higher Education of ST Students.

Note: In this scheme, the scholarship is provided to ST students to encourage meritorious ST students to pursue the courses at Graduate/ Post Graduate level in identifying institutions of excellence, government and private, in fields like Management, Medicine, Engineering, Information Technology, Law etc.

Objective

Fellowship

The objective of the scheme is to encourage the ST candidates in order to acquire higher education in the form of fellowships to pursue M.Phil and Ph.D. courses, with an objective to create qualified professionals to hold posts of teachers / professional and other higher stages of employment.

Scholarship

In this scholarship, the ST students is encourage meritorious ST students to pursue courses at UG/ PG level in identified Institution of excellence, Government and Private, in professional fields such as Management, Medicine, Engineering, Information Technology, Law etc.

Eligibility Criteria For Fellowship And Scholarship

Eligibility Criteria For Fellowship

  • Candidates who belong to ST category must pass the PG examination. Candidates will get admission and registration for regular and full time M.Phil/ Ph.D. courses in university/ academic institutions recognized by UGC under section 2 (f) of the UGC/ ICAR if they fulfilling conditions of admission of that Institution/ University.
  • Once the students have secured admission and started the research work the fellowship will be payable.
  • In order to qualify for Senior Research Fellowship, a candidate will have to fulfill the norms of UGC/ ICAR.
  • The ST students once considered eligible for the fellowship will not be eligible for any other scholarship of the central or state government.
  • The list of University/ Academic institution will be identified by the ministry.

Eligibility Criteria For Scholarship

  • Students who belong to ST category secured admission in the notified Institution as per the norms prescribed by the respective Institution will be eligible for the scholarship under this scheme.
  • The student will be eligible to join only the list of Institution which is identified by Ministry.
  • The total income of the family should not exceed Rs. 6.0 LPA.
  • Once the student has secured admission and started attending the classes the scholarship will be payable.
  • The scholarship awarded will continue till the completion of the course, subject to satisfactory performance of the student.

Procedure for Selection of Institutes

Selection of Universities for Fellowship

Presently the scheme covers all Universities/ Institutions which is recognized by UGC under section 2(f) of the UGC Act/ ICAR

 

The addition/ deletion of institutes will be done by the Ministry.

Selection of Institutes for Scholarship The Ministry of Tribal Affairs is authorized to select and notify the list of reputed premier Institutions

Procedure for Selection of Candidates

  • Fellowship

For inviting an application an online portal is developed by the Ministry. After taking admission for the various courses in the Universities/ Institutes (as per notification) candidates need to submit the online application for the fellowship. Selection list of the eligible candidates for the award of Fellowship based on the data available online will be auto-generated and displayed on the portal.

Note:

  1. Hard/soft copy of the thesis will be furnished to MoTA.
  2. University will make sure that Teacher/Guide does not enroll more students than allowed as per UGC norms
  3. MoTA may from time to time check with guide/student regularly the progress of work. In case MoTA finds the progress unsatisfactory, it may discontinue the fellowship.
  • Scholarship

An end-to-end online portal for application, processing, approval, disbursement, and monitoring has been developed by this ministry. Candidates need to submit the application online for scholarships after taking the admission for the various courses in the notified Institutes/ University.

  • The details provided in the application form will be verified by the respective Institute.
  • Following Certificate Will be Verify by the Institute
Scheduled Tribe certificate which is issued by the competent authority

In case of scholarship scheme every year, the Institute will verify & forward Annual Income Certificate.

For first year the income certificate should have been issued by the competent Authority.

From second year onwards students can submit self-certified income certificate

Amount of full Annual tuition fee and other non-refundable dues payable by the candidate to the Institute in the case of Scholarships.
PVTG, BPL certificate issued by the competent authority (if applicable).
In the case of Scholarships, Certificate for the total family income from all sources shall not exceed Rs 6.0 lakh per annum
  • All applications will be submitted till the last date and time will be processed based on the criteria.
  • Merit list of the eligible candidates for the award of the scholarship will be based on the data available online will be auto generated and displayed on the portal.
  • Those candidates whose name is included in the merit list but not selected for the award of the scholarship shall be eligible for the Post-Matric Scholarship (PMS) administered by this Ministry as a centrally sponsored scheme, provided such students are eligible for the scheme.

Mode of Applying

Candidates need to apply online through the scholarship portal within the cutoff date and time provided for that particular scheme.

  • Caste certificate
  • BPL card (if applicable)
  • Post-Graduation passing certificate
  • Photograph
  • Physically Handicapped certificate (if applicable)

After Selection

  • Non-Judicial bond (original to be produced at the time of joining).
  • Certificate from Head of the Department/ Institution stating that the necessary facilities will be provided by the college/ university/ institution in case the candidates selected for this fellowship.
  • Award letter
  • Proof of bank account in the name of the student
  • Details about the project (topic & methodology)
  • Joining report

For Disbursement of Fellowship

  • HRA (quarterly)
  • Progress report (yearly)
  • Continuation certificate from the Institution (quarterly)

Scholarship

  • Domicile Certificate
  • Student Photograph
  • Institute verification form/Bonafide certificate
  • Income certificate by the competent authority (Tehsildar/Executive Magistrate/District Magistrate/ Revenue Officer etc.). Please Note that for first-year self-certified income certificates (i.e not signed by a competent authority) will not be accepted.
  • Caste certificate by the competent authority (Tehsildar/Executive Magistrate/District Magistrate/ Revenue Officer etc.)
  • Certificate of previous academic marksheet attested by Institute.
  • Fee Receipt of current course year
  • Proof of bank account in the name of the student.
