Department Of School Education & Literacy: The Department of School Education & Literacy is the central schemes which come under the National Scholarship Portal (NSP). Under this scheme, two scholarships are provided which is the National Scheme of Incentive to Girls for Secondary Education (NSIGSE) and National Means Cum Merit Scholarship.
All those candidates who are eligible will get the benefits under the schemes. We are providing here the complete details of all the schemes and the scholarship which comes under this department.
Guidelines for National Scheme of Incentive to Girls for Secondary Education (NSIGSE)
- The aim of the scheme is to establish an environment to reduce the drop-outs and to promote the enrolment of girl children, majorly belonging to ST/ SC communities, in secondary schools.
- The scheme covers:
- All those girls who belong to ST/ SC communities and pass class VIII.
- Those girls who pass class VIII from Kasturba Gandhi Balika Vidyalayas (irrespective of whether they belong to ST/ SC) and enroll in class IX in state government, government-aided and Local body schools.
- Under this scheme, 100% funds are provided by the central government.
- For the benefit under the scheme the girl should be unmarried and their age should be below 16 years (as from march 31st) on joining class IX.
- On the enrolment in class XI a sum of Rs. 3000/- is deposited in the name of eligible unmarried girls as fixed deposit, who are entitled to withdraw it along with the interest on passing X class and attaining 18 years of age.
- Union Bank of India / Indian Bank are the implementing Banks.
- The benefit under the scheme can be availed with any one other scholarship scheme.
- The amount along with the interest is transferred directly into banks accounts of students following DBT mode by implementing banks through PFMS
- The girls studying in class IX need to apply under Pre-Matric scholarship category.
- The girls (beneficiary) are required to register as new user and then login to apply for incentive amount.
- Only two applications can be submitted through one mobile for pre-matric scholarship.
- The State Nodal officers are requested to submit the data/ list of beneficiaries on NSP, received form District Education Officer, after approving it, within a week after verification process is over.
Guidelines for National Means Cum Merit Scholarship Scheme (NMMSS)
- The aim is to award scholarships to talented students of economically weaker sections to arrest their drop out at class VIII and encourage them to continue the study at secondary stage.
- Students whose parental income from all sources is not more than 1, 50,000/- per annum are eligible for the scholarship.
- For the selected students one lakh scholarship Rs. 6000/- per annum (Rs. 500/- per month) are awarded to selected students of class IX every year and their continuation/ renewal in classes X to XII for study in State government, Governement-aided and Local body schools under the scheme.
- There is quota of scholarship for different states/ UTs. State-wise details of Quota of scholarships attached.
- Students of Sainik, NVS, KVS schools and private schools are not eligible for this scholarship.
- Scholarships are disbursed by the State Bank of India directly electronic transfer into accounts of students through Public Financial Management System (PFMS).
- For pre-matric (IX and X) only two application can be submitted through one mobile while for post-matric (XI and XII), only one application can be submitted.
- There is reservation as per State Government norms.
- As per the examination conducted by the Sate Governments the selection of the students for award of scholarships under the scheme is made.
- 100% funds are provided by the central government for the scheme.
- The students must have a minimum of 55% marks or equivalent grade in class VII examination for appearing in selection test for the award of scholarship (relaxable by 5% for ST/ SC).
- Each state/ UT conducts its own test for selection of students for the award of the National Means-cum-Merit Scholarship. The State Level Examination consists of the following two tests.
- Mental Ability Test (MAT)
- Scholastic Aptitude Test (SAT)
- Candidates must have scored at least 55% marks or equivalent grade in class VIII examination at the time of selection for the award of scholarship. There will be 5% relaxation for ST/ SC.
- In case for continuing the scholarship in class XII and X, the awardees should get clear promotion from class IX to class X and from class XI to class XII in the first attempt with 55% marks (relaxable by 5% for ST/ SC). The awardees must obtain minimum 60% marks in class X (5% relaxation for ST/ SC candidates) examination or equivalent examination for continuation of the scholarship at higher secondary stage.
- The student must pass both the above test (SAT and MAT) with score at least 40% marks in each. For the reserved category, this cut off marks will be 32% marks.
- Under Pre-Matric scholarship students of class IX and X can apply category whereas students of class XI and XII need to apply for Post- Matric scholarship category.
- For fresh scholarships of class IX as well as renewal for classes X, XI and XII the students need to register as new user and then login to apply for the scholarships of classes IX, X, XI and XII. For renewals of scholarships, students are not required to go to the option of “Apply for Renewal”.
- The State Nodal officers are requested to submit the data/ list of beneficiaries on NSP, received from District Education Officer after approving it within a week after the verification process is over.
